Field of specialisation


Benedict Wauters is currently the director responsible for European Programmes in the Ministry of Labour in Flanders (Belgium). He has worked for more than twenty years as a civil servant, consultant (Deloitte Consulting in Belgium, Policy Research Corporation in the Netherlands) and independent expert, in/for multilateral public institutions (e.g. United Nations, OECD, European Commission), regional and national government departments (e.g. Dutch ministry of foreign affairs, Dutch ministry of transport, Polish ministry of regional development, the French Region of Nord-Pas-De-Calais and the Belgian Regional Governments of Flanders, Brussels and Wallonie), local government (e.g. City of Antwerp) as well as NGOs (e.g. Greenpeace, Dutch association of aerospace and aeronautics,…) and public corporations (e.g. the Flemish port of Ghent, the Dutch National Railway Company, the Ghanaian Ports and Harbours Authority,…)

In addition, he has been a core lecturer at the Rotterdam Business School, teaching strategy, risk management, consulting skills and research methodology in the Master and MBA programmes, while also chairing the school’s curriculum board. At the Haagse Hogeschool in The Hague he has lectured in ‘external risk management’ in the Master in risk management. He has also been responsible for the skills lab in evaluation for the Master in public management at Antwerp Management School. He has conducted seminars on policy evaluation, performance management, public sector innovation,… for a variety of training institutions.



Professional experience


He has worked as consultant for Deloitte Consulting in Belgium, as well as Policy Research Corporation in the Netherlands. He has also been a lecturer at the Rotterdam Business School, responsible for teaching topics like strategy, risk management and research methodology in the master’s and MBA programmes, and for chairing the school’s curriculum board. He has also lectured at the Haagse Hogeschool in The Hague on the topic of external risk management in the Master’s Programme on Risk Management, and has been responsible for the evaluation skills lab at Antwerp Management School for the Master’s Programme in Public Management. In addition, for five years, he led the EU-wide Community of Practice on results-based management. In this capacity, he also contributed to the European Commission’s new toolbox on the quality of public administration.

 

Currently, he is the head of the ESF MA in Flanders, also responsible for innovation, impact evaluation, and methodology at the European Social Fund (ESF) department in the Flemish Ministry for Labour and Social Economy (Belgium). He is also a coordinator for the transnational network of public administration and governance on behalf of the EC. He also lectures at the Antwerp Management School on public sector innovation.
