Field of specialisation


Lawyer with proven experience in public administration, with particular interest in migration and asylum issues.

He has a sound knowledge on running asylum and migration public institutions (strategic perspective and its implementation), managing and developing projects financed from the UE AMIF and ISF funds, incl. cooperation with other agencies (UNHCR, IOM, ICMPD, GDISC, EASO) or NGO.



Professional experience


I have been serving for several years as the Head of the Polish Office for Foreigners, which authority is responsible for asylum and migration issues. I am a co-author of a legal provisions in asylum and legal migration and Polish Migration Policy 2012. I am the co-author of the commentary to the provisions of all relevant Polish legal acts on foreigners. I was a trainee for the Border Guard officers on their postgraduate studies.

Rafał Rogala was responsible in person for the cooperation with third countries by providing advice.

Since January 2014  a member of the Management Board of EASO.

For almost twelve years an active member of GDISC Steering Group. He was actively cooperating with IGC (NCP) and closely collaborated with IOM, UNHCR, ICMPD and NGOs on many occasions, particularly while exercising some projects (e.g. capacity building project called „Increasing the Effectiveness of Migration Management in Poland” in cooperation with IOM).

Rafał Rogala is a co-initiator and developer of the projects such: Migration Crisis Response Mechanism, which became a flagship project of V4 Group countries; Migration Analytical Centre, which is developed in the Office for Foreigners, fact-finding missions for COI unit to the countries of origin, Epidemiological Filter in the Polish – Belarusian border, improving living conditions in the reception centres for asylum seekers, welcoming project – First Steps in Poland.
